Inability to care for or consider others, is it bipolar or character flaw?

My relative was long ago diagnosed with bipolar disorder. I have compassion for the challenges he has as a result of his illness. For what ever reason, he does not have the ability to consider others, nor to care for others. Is this a by product of his bipolar disorder or is it a character flaw?

    Character flaw. Nothing to do with bipolarity, not a symptom of it, nowhere in the criteria for it.

    Yep this could be a result of the Bipolar disorder, as the patient may have sudden mood swings and that can eventually make them a lot depressed, when severe depression hits a person can be empty. The depression can be considered as a character flaw or even a side effect of the medicine he takes. (if he takes them)
