A Yahoo! Search returns several rc-2321Ps but no rc-4321Ps.
Assuming no typos; you should be able to purchse a ballast
based on bulb diameter and length.
Example: An F13-T-5 ballast will be rated for 1 to 4 bulbs based
on the wiring strategy used, which will be diagrammed on the ballast.
You should have no difficulty finding something compatible.
Don't attempt to overdrive your bulb.

It may be time to buy a new light. Or you could buy one with the same size and wattage fluorescent tube and use its ballast.
