You don't.
Your husband, not you, goes to http://www.annualcreditreport.com/ where your husband can get his credit reports for free, if he gets only the reports and not the score.
It must be done by the person whose report is being obtained. You are not allowed to get someone else's report for free.

I am surprised this didn't flag the IRS as it would have shown income that you weren't reporting on your husband when you did your taxes. If what you say is true you need to inform the IRS and SSI and the police as this is identity theft

why cant your husband get his own reports?
