How do I report this abuse?
My sister has always suffered from depression and a guy that she turned down told her to go cut herself. I have documented proof, but I'm not sure who or where to go to to report it. I would really like for him to get in trouble for it.

Abuse????get in trouble for speaking? Where do you live? In the USA we can speak and it seems a little (ok, a lot) vindictive to want someone to get in trouble for speaking. Maybe tell your mommy. Your sister should learn to speak for herself and you should both learn that in the real world you cannot control others, just your reaction to others.
I guess if there is a law against talking where you are you could call the cops.
Documented proof lol. You want someone documenting every word you say?
