It's fine to date now. I know loads might disagree but it's so innocent at 13 that it really won't matter.
That's not a sign he likes you. But if he told you about the dream, I'd say he does like you. Chances are he didn't have that dream and it's his way of flirting with you.
Just be honest with your parents. I always find that if I'm totally honest with mine, they let me do way more stuff.
