You need to uninstall all the unnecessary software through control panel as they consume a lot of RAM.
Also clear all the history and cache memory of the browser.
Press Win Logo+R to open run command and type " %temp% " without quotes and enter. Delete everything in that folder as they are temporary files using up your RAM thus slowing your computer.
Not all files may be deleted but that's okay.
Install a good anti-virus as Viruses are known to freeze PC.
Optimize your hard disks by right clicking on them. This speeds up your PC as well.

ccleaner decent free utility to clean temp, history, cache and scan and fix registry errors. a cluttered registry could contribute to problem as well.
am i o understand your internet speed is 3MB? 10 to 15MB decent for browse video and picture rich web pages. 15 MB would probably serve ou well.
