    Most things are... but in Colorado, I wouldn't bet on it. It was targeted at a teacher.

    Apparently not. The student was angry at a teacher and came to school with a shotgun to express that anger. The motive or basis for that anger hasn't been published. Regardless of the basis, anger was the motivating factor.
