Houston will most likely be passing all game. Although Cincy's D is tough against the run, Bell gets a lot of touches so start Bell.
At WR start Edelman and Douglas. Washington's D blows and Edelman is an every snap guy right now

I would take Tate against Indy as Houstons QB situation dictates he will get volume and Cincy has been good against the run. Edelman should get even more targets with Gronk out. It is a coin flip between the last two. Probably H. Douglas as Atlanta doesn't have much else in the way of options and Washington's defense is sub par.
