How to duplicate PC output to a TV?

I connected TV to the PC by a HDMI cable, in a single video card, but

1. I cannot play sound at both devices simultaneously and I have to go to sound and manually change sound source to PC or TV. Can I fix it so it always outputs sound to both, the PC speaker and TV?

2. The PC's monitor has 1600x1200 and TV has 1920x1080. When I go to Screen Resolution settings and select "Duplicate", it sets the maximum resolution to 1600x900 so the PC monitor has huge black boxes and TV image is also cut.

Is it possible to set each output with its own resolution?

    I have the exact same setup and you have to set your monitor and TV to 1600x900 or 16:9 and on your PC go to personalize - Sound - Playback and select Digital Display Audio and click OK, this should do the trick.
