Can I build my own crossbow legally.?
I live in upstate new york and I was wondering if I could legally build a crossbow from wood and pvc. Would I need to register it or get a licence even if I don't go hunting.

Yes. And you do not register or get a license for crossbows.
Edit: Stuart. I think crossbows are illegal for hunting in NY. 2011,2012 they were allowed during regular rifle season but I believe that expired.

You can legally build and own a crossbow in New York.
You may also hunt with a crossbow, but you'll need a hunting license.

You can build what you like, but as a practical matter do you have a safe place and method to test your design? So it is the problem of this testing that could attract the legal attention, particularly if you break some windows or shoot your eye out with your daisy redrider crossbow.

I'm sure your local authorities would like you to make it from steel and concrete!!
you'll have to register any weapon, you make or you buy!!
