Write an equation in slope-intercept form using y-y1=m(x-x1)?

The problem in 2x+3y=7; (4,5). I know you have to use the opposite reciprocal here but I'm just stuck.

    First determine the slope,m

    2x+3y=7

    3y = -2x + 7

    y = (-2/3)x + 7/3

    m = -2/3

    A parallel line has the same slope m = -2/3

    Going through point (4, 5)

    (y - 5) = (-2/3)(x - 4)

    A perpendicular line has the NEGATIVE reciprocal slope , m = 3/2

    Going thorough point (4, 5)

    (y - 5) = (3/2)(x - 4)
