cpu problems on my computer?

so in the windows task manager it says 28 percent being used for minecraft and 12 for running the server, but 0 everything else but my cpu meter says its at 71% what else is using my cpu? and no my antivirus isnt runny

    Click on the button in Task Manager Show Processes From All Users.
