Does this signify anything or just coincidence?
So I've noticed with me and this guy, I will say something like we should hang out and he will complain and basically say no. A few days/weeks later (whenever I'm home from college) he will ask me what I'm doing that particular day and we will hang out. I feel like by me mentioning it I'm planting a seed in his head and eventually he falls and asks me to hang out. Does this mean he may like me? Other things he does makes me feel like he does but does this signify anything?

If he'll only agree to hang out with you if he is the one in control of when? Then he is playing extremely hard to get. If he likes you he'll want to hang out and be around you regardless of who decided when and will suggest another time if hes busy at that time. But if you truly believe these other things he does means he likes you? Go for it
