This is an overgrown lower beak. You need to get a vet to advise you what to do. Normally it needs to be trimmed by a specialist.
It's hard to do yourself because the beak is a delicate organ with it's own blood supply and you can hurt your bird.
Do an online search to see if you can find an online vet that can talk you through what needs to be done. Or use the yellow pages to find avian vets that live far away and who can advise you over the phone.
Another option is if you live near a university you should check out their vetinary department which will probably have someone who deals with birds and/or exotic pets.
I found an avian vet willing to treat my birds at the local zoo once. I went and asked a keeper who their bird vet was.
Your priority must be to get your budgie's beak trimmed.
I am not a vet but my guess at to the cause of the abnormal beak growth is something called fatty liver disease and it is caused by a bad diet. This is very common in budgies. This condition is fatal if you do not change your birds' diet immediately. A bad diet is an all-seed diet.
Budgies (and all parrots) should be fed mainly fruits, vegetables and legumes with only some seed.
Go here to see what foods are allowed (this is for cockatiels but the same applies to budgies):

By changing your birds' diets you can reverse this disease if it's not too advanced. Most avian vets will tell you that most sick birds are because of a bad diet.
You must feed them veggies and fruits every day. This is very important, your birds will become sick and die otherwise. Don't be discouraged if at first they don't eat the veggies and insist on eating just seed. Keep giving them fruit and veggies and eventually they're bound to get used to the unfamiliar food.
I hope everything goes well!
