If the bulbs have been treated before you bought them, they could harm the fish. Fertilizers and insecticides would b e harmful to the aquarium.
Scallions eventually grow into full size onions. They can be grown in a hydroponic system even with a few inches of water or an ebb/flow system. They are a quick crop, harvesting only 5 or 6 weeks post planting. They like a pH of 6 to 6.5. Depending on the fish you have, that may be too acidic.
I would not want to eat any vegetable grown in a tropical fish tank or with the water from it. Used aquarium water is great for flowers and houseplants, but you never know what kind of drugs and chemicals have been used before you bought them.
