Why doesn't the Congress and Senate vote to decrease their own retirement benefits?

The new budget agreement includes a 1% decrease in annual cost of living adjustments for military retirees. Considering that the proposed COLA for federal employees in 2014 is 1.5% that is a pretty big reduction if I interpret this correctly. These politicians sat on their backsides while the troops did their dirty work so they too should suffer a decrease in benefits.

    There is a House of Representatives.

    There is a Senate.

    TOGETHER, they make CONGRESS.

    HOUSE + SENATE = CONGRESS.

    And members of Congress have exactly the same pension as all federal employees.

    Yep.

    Your mail carrier, VA hospital nurses, national park rangers, and the janitors at your local federal building have the same pension as your reps in Congress.
