Both 'Cats have a tail on them' and 'Cats have tails on them' are correct?

is there any case in which single form and plural form are not the same? or no matter what form the subject is, single or plural, the object is not influenced?

Just say "cats have tails". It is redundant to add 'on them' - where else would they be?
