I work for the Government, Housing and Urban Development, to be exact. They are transferring us to different?
states next year. Since they are closing the Orlando, Florida office, I am trying to get Jacksonville to be the office that I work in. Does anybody know, since I don't have a license to drive, if I could live someplace in Orlando, Florida where I could commute to Jacksonville, Florida using buses or taxi's. I plan on retiring in Orlando, Florida in 5 years and it would be great if I could just move there right now (it would save myself another move later on).

You would need to check to find out what public transportation is available in Jacksonville. Normally you would be able to find out what is available and the routes by Googling the city of Jacksonville and seeking the public transportation site. You would normally find the information you are seeking to include the cost of the various modes of transportation.
In finding this information out, you could make a decision as to where you would might choose to live.
It might be that your supervisor or a task force has been formed to assist you in finding a place to live in this move.
You might inquire within your co-workers if they are experiencing the same situation, perhaps you and th is co-worker could work out a plan and reside together or share a ride. I am sure there are others in your situation that work in your department or in another. You might consider making a flier to pass out around the office of those that are moving and would want to share the expenses of a rental unit as well as transportation cost.

Jacksonville is about 150 miles from Orlando. There is no way you could commute on a bus that far every day. A taxi would cost you a fortune.
EDIT: I had not heard of the Megabus that Blubber posted. That may be a viable way, but the commute is still going to be over 2 hrs each way.

Your options are
Rent a room in Jacksonville, and stay there during the week.
Rent out your house and rent a house in Jacksonville for 5 years.
Apply for any Orlando federal job that you can, even if it is a downgrade in step.
Talk to your Union, see what can be done.
Find a private sector job for 5 years. The pension will still be there, so will the TSP.

The only thing I can think of is Greyhound or Megabus. Megabus is a fairly new enterprise. Click on the US link and select the cities you are travelling between. Megabus does have a fairly inexpensive service between Orlando and Jacksonville.
