1995 Honda Civic headlights help!?

Only 1 works for low beam and the other only for high beam. Already got new bulbs..I think maybe the relay but my car doesn't have and diagrams...any help?

    Check your fuses underneath your dash. As a matter of fact, check all your fuses first and replace with the correct corresponding amperage ratings. After that, check with multimeter if you don't have a short somewhere.

    Remove the headlight connectors and check for power and ground with the headlights at low beam and high beam. Start from there. You might have a bad relay or a bad ground.
