When you buy a gift card you specify the amount to put on the card at the time of purchase. Usually you buy a store gift card that does not charge any additional fee. If you buy a non-store gift card such as American Express gift card then you can expect to pay an additional fee up to about $8.95 in addition to the amount of the gift.

When you buy the gift card, you pay the amount of money that you want to go on the card! It is an exact amount, and no taxes are placed. For example if you want to give someone a $25 target grift card, you pay exactly $25 and they put the money on the gift card.

You can't buy a blank gift card, you do always have to put money on it. However, say you bought your friend Sam a gift card for his birthday in September, and he used all the money up by November, then asked you for another one for Christmas. You can take Sam's card back to the shop and they will reload it with more money. This is ok even if there's money left on it.
