How do I transfer a car title under my name in California?

Person A sold the car to Person B. I bought the car from Person B. However, the title was never transferred to Person B. Person A, however, submitted the release of liability form to DMV. Person A and Person B need to fill out a Vehicle/Vessel Transfer and Reassignment Form before I can transfer the title under my name, but neither Person B nor I don't have contact of Person A. I have the title of the car, and I know it's still possible to put the car under my name without Person A's signature, but would would be the requirements, and how long would it take?

    if person A signed off on the title and person B didn't sign on as the new owner, just sign your name where it says new owner.

    Did the original person sign the title, then sell it to the next guy and you bought it from the next guy?

    Then you just need a bill of sale paper from the guy you bought it from, but if the guy you bought it from didn't pay any fees, you might have to pay a penalty to register it, I think 20%, but maybe not

    You also need a smog check if it hasn't been done in the last 90 days

    Normally when I buy a car, I get the title back in a couple of weeks

    Bill of sale paper doesn't have to be a dmv form, you can just use a piece of paper and put the information on it and he can sign it.
