Which schools are better in engineering and Chemical Engineering: CU Boulder, CO Mines, U of Minn-Twin Cities?

CU Boulder and School of Mines have great chemical engineering programs and I've been told few offer that specific major. But a friend has also applied to Berkley for Chem Engineering because he thinks it's more challenging than CU Boulder.
