There is a tab that keeps popping up and it's annoying me.?

It's http://www.algerie1.com/ how can I remove it? I can't watch videos with it popping up once in a couple of minutes. I already checked the settings in google chrome and It's not the problem.

    If you are using Windows 7 as your OS, click start. Then, type in "programs and features" in the search box. When you see the list of programs, click on "Installed On" so the arrow is pointing down. Now your downloads are sorted in order of most recent to oldest. Find a program, browser extension, or toolbar that you think is causing the problem, right click it, and click uninstall/change. This will uninstall the program.

    For example, last week I accidentally downloaded a browser extension that I didn't want. I would get little "text ads," the blue text where if you rollover it it shows you an ad, and also ads were showing up on sites that didn't normally have them. I uninstalled the extension, and it fixed my problem.
