Is is possible that my puppy won't eliminate outside because my neighbors dogs are barking all the time?

I take her outside to eliminate and she just messes around or stands near me when the dogs next door are barking. Once they stop she goes. Sometimes she will try and go to the bathroom but she will also get distracted by the weeds or leaves that we have in the backyard. She mostly won't ever eliminate outside. Sometimes she will go number 2 multiple times in an hour to an hour and a half. I don't really know if its the fact that she is too distracted by the fact that there are weeds and dogs barking outside or if its something else. This doesn't really relate to the main question but I still need help with this as well. My puppy is also a Pembroke Welsh Corgi and is a little bit older than two months. Any suggestions?

    Yes, the barking is something she needs to pay immediate attention to. It could be an alarm bark, or they could be from another pack and a threat. Its more important to her than peeing. Try standing in between her and the barking dogs to try to reassure her.

    Puppies do get distracted, remember they have no control over their bladder which means not only can they not hold on but they can't decide to go either!

    Mark off one spot and keep taking her back to it - you can train them to go in one place and it makes both housetraining and enjoying your garden a lot easier.
