What do I do about my brother?

My brother is so irritating to be around. To start off he has an attitude of a know it all. Everyone who has met him agrees, even my cousins ask how I live with him. It all started in high school he started smoking weed and going out with his girlfriend. Then he took her to our house in our basement and smoked weed, they always lied to my mom, and smoked weed in the house. my mom hated it so she told him to stop. Long story short he never stopped, he even hangs out with a friend who smokes weed and sells drugs. All his "friends" are just his friends so he could buy their drugs, or get high with him. His girlfriend broke up with him. Now he just hangs out with his drug dealer friend. He only listens to his drug dealer friend. And his friend is a bad influence on him because he is weak minded and get's influenced easily. His friend is so rude, he talked back to my mom and he has no respect or manners. His friend is not allowed in the house anymore because he was smoking weed with my brother and some other girl in our basement. and my brother wasn't even allowed in our basement because of previous times he smoked weed downstairs. The problem is he smokes on a daily basis, he forgets things, he forgets time, and his ID for work not just once all the time there was even a line of cars behind us because he couldn't find it. His license is revoked for months and months so I have to drive him to work, and it irritates me because he is never on time! and he is very rude to me. I am still not experienced in driving and all he does is criticizes me about how I drive and yell. He is very unsafe and wants me to drive faster, and he yells at every car on the street and talks about how stupid people are and how they can't drive. he has anger problems hence why he got his license revoked. I got in a fight with my mom many times because he is 21 and quit college and still has the know it all attitude and I don't think it should be my responsibility to drive him around. I mean i'm the youngest one he should be the responsible one not me. he is unsupportable to be around i hate being around him he always makes me argue with him. I can't even explain everything on here because there's just so many incidents that he makes me mad. He was playing with a bee bee gun once and shot my other brother in the face, and my other brother doesn't talk he has brain damage. The fact that he did that and doesn't own up to it and says that it didn't hurt that much, he wasn't aiming at him, and that it rebounded from the wall and etc a bunch of excuses and he still thinks it okay to use the bee bee gun around the house it annoys me so much because my brother did not deserve to get hit, he doesn't talk the only way I found out was because of the bruise on his cheek and he could have hit him in the eye! what is wrong with him. My mom gives him so many chances and doesn't listen to me when I say I don't want to drive him around anymore. Why doesn't she listen to me! she just yells at him but he doesn't give a f!! I'm so fed up
