Why did my CFL bulb glow when touched?

We have a CFL twisted bulb in a lamp. My father went to turn it on one morning and was feeling around for the lamp. He hit the bulb with his hand and it emitted a medium to dim blueish glow. He removed his hand from the bulb and re-applied it. It glowed again. This is a 2700K bulb so it should be yellowish light when on... Any idea how or why the bulb would glow when my dad touched it?

    Static electricity, but it wouldn't have lasted long.
