Can you legally drive in parking lots in New york city with a learners permit?

There are tons of restrictions and i know you have to be supervised by an adult with a drivers license and the car has to have duel brakes...But does that same rule apply for parking lots or is it legal to drive in a parking lot no matter the car as long as youre supervised? Also, are there any restrictions based on weather?...like rain and snow or whatever.

    Nope you cannot do this.

    NY State Article 23; Vehicle Traffic Laws; Section 1100

    Provisions of title refer to vehicles upon highways; exceptions. (a) The provisions of this title apply upon public highways,

    private roads open to public motor vehicle traffic and any other parking lot, except where a different place is specifically referred to in a given section.

    For driving purposes unless you are driving on land that your parents personally own, you must follow the permit rules for driving.
