If you don't have the money to pay the security deposit and first months rent you had no business looking for and taking an apartment.

Have you already signed a lease, or is this just something you are hoping will happen? If you haven't signed a lease-DON'T. You can't afford it if you don't have your deposit and first month's rent in hand. If you've already signed a lease, talk to your landlord as soon as possible and see about how you can get out of the lease. There is not a program out there that will pay your deposit and first month rent for you, other than the bank of mom and dad.
If you really want to move out, you should consider working full time, saving up, and getting a roommate before you sign a lease.

If you don't have the money now, you are nowhere near ready to move out on your own. In addition to that money, you need money for utility deposits. And, ideally, you should also have 6 months worth of expenses in savings in case you lose your job.
There is no place that will assist you with the first months rent and security deposit.

You get help paying your rent by having a job and saving money. There are no programs out there to "help" you stay irresponsible with your money.

there is nowhere but mom and dad. you have no business taking an apt. without the downpayment in hand. if you signed a lease you have really messed yourself up badly. you cannot live from payday to pay with no finances in reserve anywhere.
