to learn Spanish using the Babbel program ? Like how many hours per week and how long to have some type of proficiency in it ?

Pretty much forever if you're just using the Babbel program.
You have to actually go out and use what you learned on natives if you want to get better at the language. Just studying it won't help.
Think of it like this: You can't get better at speaking the language by not speaking the language.
If you practice on natives for three hours a day it should take you about three months to reach a level where you can sustain some kind of conversation.
