If it doesn't show up on the right side when you make spelling mistake, then it no longer is in place. Many browsers have it built in and will give you a red squiggle under a word if you spell it wrong. Mine does. The Yahoo Answers spell check, when it was part of the site, never really functioned properly anyway.

The new format doesn't have a spell check because they removed it due to many complaints about it. Just use the one built in to your browser

People whined about how bad it was so much, yahoo took it away in the new Purple version. You either need to use a browser with a spellcheck or add one to your browser.
