Dumbledore always manipulates other people to do his dirty work for him.

He's a Pureblood bigot. He was careless about the innocent while he pitied the Death Eaters.

He believed that, after Harry has defeated Voldemort, the Death Eaters would no longer be evil.

He didn't do anything to prevent Muggle Born attacks in Harry's second year, he didn't do any investigations on who might be behind the attack, and he did not set up security measures, or even issue a warning to his staff member that more attacks may happen, after Colin Creevey has been attacked, no wonder the school governors want to suspend him.

He didn't even criticise Draco Malfoy when Draco let the Death Eaters enter Hogwarts.

And why didn't he care about Harry's abuse?

Characters in books aren't meant to be perfect, super-logical and always do the perfect things.

They're meant to be realistically flawed, human, and have normal faults and foibles.

You could say the same about almost every fictional character in every book, movie and TV show in history.
