Can I be sued?
A utility worker slipped and fell down my front steps today. We are in the midst of a blizzard. Can he sue me? He took my cell phone number "just in case" .

Yes it is possible.
If he tries, get a lawyer.
Hopefully your home owner's insurance can help if are sued, so contact them also. They may even provide legal assistance.
Such lawsuits are, in my opinion, usually unjust. Still they are all too common.
He likely has coverage for any injuries from his employer and may be happy with that but the world is full of people of low character and he may just try to profit for his carelessness.
Many court systems and local laws know that so in those areas, they consider the situation and attempt to determine if the homeowner was acting irresponsibly and not caring for the property upkeep, or if the individual may have been the careless party.
Don't worry too much, but be prepared just in case the worst happens.

technically yes. but i'd say you are better off then if it was a regular person. he should have insurance that is part of his job. and so is working in a blizzard or not working in a blizzard is his company's concern. i'd be more worried about the son of a $%&^$ passerby who would gently fall on their a$$ and say omg i'm gonna sue youuuuuuuu. i'd say the worker took your name and number just in case.... don't worry.

Yes. That's why you have homeowner insurance, which covers you in these circs. But check your policy. Sometimes homeowner is required to shovel and apply salt to mitigate against such claims. If you failed to do so contrary to a term in your policy insurer may decline covg and you'll be on the hook personally.

Generally anyone can sue anyone. I assume you mean "does he stand a good chance of winning", and that highly depends on where you live and other factors (are your stairs too steep? Should there be a hand rail? Did you make any effort to clear them, or were they like that for weeks?).

technically yeah. its the responsibility of the home owner to correct any hazardous conditions on their property. blizzard or no blizzard.

Yes, he can. Call your insurance company and let them know what happened. Take pictures of the steps, the weather, etc. Probably nothing will come of it, but it costs you nothing to be safe.
