Why do Naval oceanographic survey ships not have homeports?

According to this page ( http://www.navy.mil/navydata/fact_display.asp?cid=... ) , none of the MSC's oceanographic survey ships have homeports. If they have no homeports, where are they kept at dock when not at sea, or if they need some repairs?

Also, does anyone have any information where I can get some more detailed information on the MSC oceanographic survey ships?

    They do have home ports, but not in the way that warships have homeports. The ships go to perform a mission based on locational need, not based on a geographic area of responsibility. It is also a fiscal issue in that the ship can be sent to a location for a long period of time to operate out of and the lack of an official homeport means that the Navy does not have to move dependants or pay temporary duty allowances.

    The are routinely docked where their 'non existing homeport' is located. The get repairs where the rest of the Navy is repaired: at whatever repair facility is nearby that offers the best bang for the dollar.

    The are assigned to work in and area and will be maintained by the Navy in that area, but for major service they would be sent to a Naval Base or somewhere in the area they are working
