If they are saying "Go to WikiAnswers. It's tons better than this site" and not answering the question, of course it's a violation.

If they are just saying something like "Look it up yourself. Use WikiAnswers." then it is a violation because it isn't an answer.

If they give a decent answer and say you can find more on WikiAnswers, that's fine. Suggesting people use another answers site is not against the rules here, in and of itself. It's all in what's in the rest of the answer.

Hmmm, "10 or 15 different people", sounds like maybe a spambot....

The answer depends, if they are just saying to go to wiki.answers then it's likely not a valid question nor is it an answer to any question (violation for misuse of the q&a format) and also a spam violation. If they are giving a valid answer to a question, then using wiki.answers as a source, that's allowable.

I took a quick look and to be honest it doesn't look like it's being shilled, but simply used as a source either to support their answer or where they got the answer from in the first place

    https://www.google.co.uk/?gfe_rd=cr&ei=urstU_yyMof...

If it's spammers then they do tend to to have similarities e.g. similar levels, names, avi's start dates, sentences etc etc

The examples I saw are all over the place from a lot of different users using it as a source corr3ectly rather than trying to redirect traffic
