Teenage men grow into adult men who marry and want to have children. The procedure for surgical reversal of vasectomy is more expensive and uncertain in its outcome. You would be condemning some young men to future infertility to prevent a small number of unwanted pregnancies in a small number of teenagers. The majority of male teenagers can make it through adolescence without fathering a child.

It has been tried before and it failed. The type that make most of the babies are so uneducated that they cannot understand what a vasectomy is.
Furthermore as soon as .0001% more Mexicans, than say Blacks, Whites, Asians, or whoever, get a vasectomy the program will be labeled "Genocide".
About half of all men get one by 40. You cannot beat a vasectomy. They only cost about $700. If a man cannot afford something as cheap as a vasectomy, then he cannot afford to date anyway.
