Jay Cutler is a starter - Josh McCown hasn't played in more than 10 games a season since 2004 Cardinals.

Cutler (30 - 9 seasons) performed better than his average in 2013. His QB rating suffers from his high amount of INT's

McCown (34 - 12 seasons) is more experienced but has only played 1/2 the number of games that Cutler has.

Cutler on paper is better than McCown [except for his High INT rate]

However; If McCown were to play a season as a starter and compare him to Cutler, I think that McCown would end the season as the better player.

NFL supports this by showing that Cutler has a QB rating of only 89.2 - where as McCown has a rating of 109.0. But, if you're thinking of picking up McCown for Fantasy Football, I probably wouldn't because of the low number of games he usually plays in [unless it is confirmed that he is going to be starting next season, then by all means, go ahead and pick up McCown.]
