Why do agents try to sell insurance to dead people?
Or maybe the question should be: How would insurance agents know if a mailing list they bought recently was way out of date? Over the years I have received mail from investment companies for someone who lived in my home before the previous owner. And recently I started receiving mail for a previous owner who was dead before I bought the property from his widow in 2002. The mail was from an Allstate agent and another agent trying to sell home owner's insurance for my property to the dead "former" owner.
I did not think so much about the investment scammers getting scammed. But somebody is scamming insurance agents too with obsolete mailing lists.

They are scamming the insurance agents. One company gets outdated information and sells that information to insurance agents. That is why those lists and leads are a waste of money.

Just old mailing lists. Not a big deal and no scam. Why are you concerned so much about this? Call the agent and tell them to be removed from the mailing list. Never thought of that, right? And you have to come here for information?

Mailing lists that are not up to date are not a "scam." They are simply outdated.
Mailing lists have different costs depending on the quality and related research.
Home ownership is PUBLIC information. If an insurance agent wants to market to a current list of homeowners he/she can visit their county courthouse and get all the records they want for FREE. Yep, it is labor intensive so most pay. The service they pay for is their choice.
NOT a scam.

You can't sell something to someone who's dead. And when you buy a mailing list, you have no idea how "qualified" those leads are. You just hope.

That's just who they think lives at the property now, obviously based on outdated information. I bet everyone in your entire neighborhood got one too.

You still read the mailing piece. Clearly it made an impact that you knew what company it was, so they got their money's worth.
