Quick and dirty... Go buy a red tinted lamp that will plug into your tail light socket. Then use clear tape to cover over the damaged area to protect your lamp from the weather. It might not look nice, but it should keep you from getting a ticket for driving without one at all.

Not legally and you will get a ticket to go with the damage if you do.
Now you find out why liability cover is a liability.
Only have it if you can afford to throw the car away.
You need to get a rear light set up that is legal to drive your car.

Only on private property. You are required to have a passenger side turn signal in the back.

You'll get a ticket from the first cop that sees you.
