If I download a file from my Works onto my facebook group can members download it to view?
Here's the deal. I don't like the file format on my Facebook group, so I would like to upload a file from my Works--but only if other members can also download it for viewing. And if that is possible, is it safe?

Not everyone can download video from FB, there are more tools to download YouTube.
If your goal is as what you said, why they have to download it? The important thing is they see that, which is everyone can do it as long as they've Adobe Flash Player installed; or without it, they can see it in YouTube if you upload your video there & put the link in your group.
