Help identifying a summer camp movie.?

I'm trying to remember a summer camp movie that I saw years ago.

I remember that it involved a young protagonist his friends getting put on opposite sides of the color wars and his trying to deal with that. I also remember him befriending a native american that lived in the woods who made paintings by dipping a tomahawk in paint and throwing it at a canvas.

Not much to go on I know but I figured it was worth a shot here. It's bothered me for a long time that I can't find any reference and was wondering if anyone knows what it is. Thanks in advance.
