Looking for expert answers: What is the *technical* definition of racism?

I was always told that it was discrimination based on race, but I recently came across the claim that it refers specifically to instances of a majority toward a minority. Which is correct?

    racism is defined as "prejudice or discrimination based on race". It has absolutely nothing to do with majority or minority, and furthermore: technically it doesn't even exist. Race does not exist, therefore racism can not exist. "racism" is just people discriminating against other people based on what they THINK is their race (which of course does not actually exist.)

    Racism to me is if you insult someone because of their race. Like, if you say "white people are the stupidest people ever", that's racist. Do not confuse stereotypes with racism. Stereotypes are when someone assumes something about someone because of their race. The whole "white girls" thing and stuff people make up about them is stereotypical. It can be mean and harsh, but that doesn't mean it's racist.

    It is based on race, most common forms are discriminations of minorities from whites.
