how to design a post stamp from a picture?

Question

A former designer of our website made this post stamp picture with a picture of the owner.
Now she aks me to do another one with another picture, but I don't know how to do this. I guess there are templates for this in certain programs, or sites where you can do this. Someone any tips?

There are templates, I do not know them but I am sure that an internet search with the name of the program you use will help you find them.
You can also scan a post mark on an old envelope, clear everything but the black of the marks and the white and shadows of the stamps edge, and place it over your own photo.
Use layers, cut away all of the picture that is covered by the frame if you can not get it to hide properly.

(You might ask this in one of the photo or hobby areas of Yahoo answers, as many people there manipulate photos.)
