somebody else could be using your connection via the wireless router. if it is still the same after you bypass the router then unplug power from the modem for about 15 seconds and then plug it back in. also try clearing your temporary files by going to tools, internet options, and then click on clear temporary files OR start, control panel, performance and maintenance, free up space on your hard disk. EDIT: also some ISP will cap a persons down speed (download speed) if they are using a lot of Bandwidth you might call your ISP and see if that is the case.
