Can I open and use a brand new software disc found thrown away?

It is a plastic wrapped paper CD case with 2 disc's in it. Microsoft Office Pro 2007 and Microsoft Office Outlook 2007 with Business Contact Manager.

The product key is still attached to the back of the CD case, under the plastic.

There are other disc's that your answer will help me with.

I guess I'm asking if it's legal? Are there software police? :)

I shall elaborate more. A company updated all their computers and office supplies, furniture, fixtures. They placed everything in the parking lot for me to throw in the trash, I'm the groundskeeper. I kept a nice desk chair, stationary envelopes, pens, pencils rulers, cables, a nice monitor, and several software disk's. Adobe Acrobat (New). The software already installed on the old computers, the disk's I suppose would've been used to re-install in case of error?

Would those code keys be assigned to that company? Traceable?

    Who is going to stop you?

    It might work with current operating system. But the newest version of Oracle Open Office may have more features now. http://www.openoffice.org/

    Yes though I'd look for a place of purchase first on a sticker or receipt to to try to return it to whoever lost it. I doubt they threw it away on purpose.
