How come I often cannot reply to "messages from other users"?

Often times when I press the "reply to this message" link featured at the bottom of the mail containing the message I get sent to the user's profile page but the "message editor" (the white pop-up window on which you type in your reply) does not prompt. Is that because that particular user has disabled the option for them to be messaged or is it something of my doing?
