how can I find out if a person has a credit card?

just thought I would ask I'm not sure if its possible.

    Financial information are protected by federal laws. no one has the right to know financial information for another person unless he has a warrant. You can't know if someone is having a credit card or not, what is his credit score, his balance...etc.
