Commonwealth Games?

Does hosting the Commonwealth Games once really make you the first city of the Commonwealth? The headquarters of the Commonwealth are in Westminster, doesn't that make London the first city of the Commonwealth? Or perhaps Lagos, Karachi or Mumbai should have the title based on sheer size?

Ultimately they can call themselves whatever they like, but I don't really think that particular title is justified.
