9 yr old kills shooting instructor by accident. How would you deal with "changing" rules to ensure this will not happen again?

I think age limits could apply but the gun nuts probably wouldn't like that. Something along the lines of 13 and older. I'm sure some would argue how it's their god given right to put a gun in their toddlers hand.
I can't think of many reasons a 9 year girl needs to be getting instruction with a sub-machine gun.

If the child fell and broke her neck while roller skating, or suffered traumatic brain injury while doing gymnastics, would you call for new laws? This was a tragedy, but it was a case of the instructor making a bad mistake. Accidents happen all the time, and if you create a new law every time someone is injured or killed, we soon would not be able to do anything but sit in a chair. Parents can gauge when a child is ready to handle weapons. The fact that this occurs rarely enough to make this big news indicates it's not as big a problem as say, gang shootings in urban areas. Every instructor and shooting range is already re-evaluating their policies, and will take measures to avoid a future tragedy. Let's avoid over reaction and try to address some of the other issues deserving of our time and effort.

this is really stupid to begin with lets think about the sitiuation a minute she shot him she is only 9 and it is obvious she never was experience with gun in general or maybe never hold a yet by using a smg she was not able to control the kick and killed him she should not have been using a gun the first place she's nine and this is kind of stupid if you ask me and there should a age limit on any range for safety reasons.

Good parenting! Why in the sam hill would I want my 9 year old daughter fire an uzi. Also he instructor was focused on making money thus agreeing to instruct the 9 year old to use an uzi, not at all a good instructor.

I don't think a 9 year old should be allowed to shoot a powerful assault rifle. Start her off with something smaller like a .22.

Truly a sad state of events.Where were the parents??? Nine year olds don't just walk into a firing range by themselves.

Was the instructor off his trolley just like her parents?
Who cares who shoots who if the lot of them are so intelligent. Leave them to "murder" each other.
Remember a certain government side kick who "accidentally" shot someone or other.
One way to commit "legitimate murder". That's for sure.
Rather convenient.

Dont need any "rules" meaning more gov control.
Just dont be dumb enuff to hand an idiot kid ( dumbed down by gov schools) a full auto.

The solution is easy, do not give a gun to children and that was his mistake.
