    Hello

If they are screws that normally means a removable panel. If the panel is not supposed to be removed they are Pop riveted into place

I do not want to guess what aircraft this is on, but it is a running light on the left side of the picture. The plastic light cover is installed with high torque screws that allows the bulbs to be change if they burn out. On the right side of the picture behind the spar is an wing access panel installed as well with high torque screws. This panel is taken off during inspection to inspect the spar and outer wing structure during C and D inspections. On some aircraft there is a light ballast under this panel for the wing light and having a access panel makes it easy for the maintenance crew to have access.

It appears to be a position light on the left wing of a Boeing 747-400. The screws attach an aerodynamically faired panel that gives access to electrical connections behind the light fixture and to the winglet attachment bolts.
