In essence the laws changed: And society and production. Networks, being the only game in town were required to reserve blocks for kids programming, and cartoons were the cheapest available kids programming. Then other forms developed, Cable got kids and cartoon networks and with pressures off the networks were allowed to do more general shows in that time slot.

They're gone.
There was no more point in channels showing cartoons on Saturday mornings when there are other channels showing cartoons ALL of the time.

Only rich people get to watch it now. The poor, they don't really care for them.
